Travel agency licences, ATOL and ABTA: what to check

Searching for a travel agent licence can bring together several different questions: how you learn the role, how you are authorised to sell and how a customer’s booking is protected. Treat them separately, and establish the exact arrangements for your business and the products it will offer.

Are training, ATOL and ABTA the same thing?

No. Training develops your skills. An agency agreement defines your selling role. ATOL is a financial protection scheme relevant to qualifying travel bookings, while ABTA is a travel association. A logo, course certificate or community membership alone does not establish the protection for every holiday you sell.

Separate four different checks

Start by identifying what each document or status demonstrates. A course may show that you have completed an assessment. An agreement may set out which supplier products you may sell. A customer’s booking documents need to describe the actual trip and the parties involved.

When a programme uses words such as licensed, accredited or protected, ask what they refer to and which organisation holds the relevant status. Write the answer down against the correct question.

Documents and roles to distinguish
QuestionInformation to obtain
Am I prepared for the work?Training requirements and readiness assessment
Who may I sell for?The relevant agency and supplier arrangements
Who contracts with the customer? The seller or organiser named in booking documents
What protection applies? The applicable scheme and product-specific documents

Understand the role of ATOL

ATOL’s official guidance explains that a travel agent can sell on behalf of an ATOL holder. An ATOL-protected booking has documentation, including a certificate identifying the holder providing protection. ATOL is not travel insurance and does not apply to every travel sale.

For a proposed business, establish the capacity in which you will sell and the permitted process for each product. For a customer booking, use its actual documents rather than extending a general brand claim to the whole trip. Read the official ATOL guidance linked below.

Understand the role of ABTA

ABTA is a travel association representing agents and tour operators, with a Code of Conduct for its members. Its role is distinct from ATOL. Check the relevant business and status instead of treating the two names as interchangeable.

Do not add an association logo to your own brand because you have seen it on a supplier’s website. Confirm the permission, required wording and actual membership relationship through the agency framework before publishing.

Check the model before selling a product

Make a product list for your proposed service: supplier packages, accommodation, flights or other arrangements. Ask the responsible agency or a suitably qualified adviser how each can be sold through your model and what information must be given to the customer.

Combining travel services or operating as an organiser may create different obligations from selling an existing product as an agent. Do not assume that joining a community, registering a company or completing a course resolves those obligations.

This guide does not claim that Unlocked itself holds ATOL or ABTA status. Ask the community team to identify the current agency arrangements so you can assess the actual documents and selling process.

Your next-step checklist

  1. Identify the legal business and capacity in which you will sell.
  2. Separate your training from commercial selling permissions.
  3. Confirm the process and documents for each product type.
  4. Check the relevant holder or membership status and permitted branding.
  5. Resolve unclear arrangements before taking a payment or advertising a claim.

Common questions

Does every agent need to hold their own ATOL?

Official ATOL guidance describes agents selling for an ATOL holder. Whether your business needs its own arrangements depends on what it sells and in what capacity. Assess the actual model rather than relying on a blanket answer.

Is ATOL protection the same as travel insurance?

No. They serve different purposes. Use the official ATOL explanation and the actual insurance policy information to understand each, without presenting one as a replacement for the other.
